The first publication of the Law on Land transferred the land from private ownership to the public (in fact, state) property by confiscating it from the landlords and large private landholdings. Under this law, local committees of the poor enforced the compulsory liquidation of privately owned farms and the distribution of plots of land, which created social tension in the villages and caused peasant uprisings against the Bolsheviks during the Civil War. The draft law was prepared by the Left Socialist-Revolutionaries, led by Maria Spiridonova, then part of the government, on the basis of the Socialist-Revolutionary Land Program.
